How does compression work?
Each page is turned into a lower-quality image, which shrinks the size a lot, especially for scanned files. Text won't be selectable or copyable after compressing, so keep the original.

A government portal needs a file under 2 MB?
Try the medium level, and if that's not enough use the strong level.
Why didn't my file get smaller?
If the file is mostly text without images it's already small and doesn't need compressing. In that case we give you back the original.
